June 6, 1994 Senator Hank Brown 716 Hart Senate Office Building Washington, DC 20510 Senator Brown, We understand from your office that you plan to introduce a bill to block the Guidelines on Harassment Based on Race, Color, Religion, Gender, National Origin, Age, or Disability, as proposed by the Equal Employment Opportunity Commission (EEOC). The problem of religious harassment at work is no trivial matter to the Atheists of our nation. They are insulted, belittled, badgered, and even threatened with violence by co- workers and supervisors. Guidelines such as the EEOC proposes would help create and maintain an atmosphere of tolerance in the American workplace for Atheists and religious minorities. It is with some horror that this organization and its members have viewed the increasing brouhaha over the EEOC guidelines -- a "furor" that was started and is fed by a few organizations which have deliberately misrepresented the proposed harassment guidelines. The EEOC guidelines in no way represent a threat to freedom of religion. Information from the EEOC explicitly states that personal "positive" religious expressions and symbols would be welcome in the workplace under these guidelines. Only denigrating and insulting behavior is restricted under them. But more importantly, the proposed EEOC guidelines offer nothing new in the field of workplace law. They are simply a reiteration, a clarification, of laws already affecting employers. Blocking the guidelines would not nullify the controlling court decisions and provisions of the Civil Rights Act of 1964. All it would accomplish is to send a message to the bigots of this nation that Atheists and religious minorities are fair game for harassment in the workplace. Those who have no religion or are Atheists are 11.4 percent of the population of Colorado. Don't you think that they deserve a chance to work in a tolerant environment? The EEOC guidelines are an important first step protecting their rights in the workplace, while respecting the rights of others. The guidelines deserve your support.
